BRAC International Regional office was registered in 2018 and currently has a team of about 20 staff within the NGO and Microfinance teams. The Regional office works closely with Africa country offices, BRAC affiliates in the USA, UK, Netherlands and Head office in Bangladesh to ensure BRAC International Programmes are of high quality with desired impact amongst communities we work with.
BRAC International (BI) is seeking application from competent, dynamic and self-motivated individuals to fill the following position:
Manager, Human Resource, Africa Region
The Manager, HR – Africa will work closely with the Regional Head of HR to serve as the technical HR resource for the Regional Director and the DRD in their oversight and support to country programs, as well as Country Directors and country HR teams with regards to labor law compliance; compensation design, analysis and implementation; employee relations; learning and development; performance management, etc. As such the incumbent will help to ensure high quality and strategic HR management as well as the development, implementation and monitoring of standards and compliance in all areas of HR.
Reporting to the Regional Head of HR, Africa, this is a new role designed to give greater support to Country Offices’ HR Functions across a number of HR critical areas and will work closely with the functional HR Team at the Head Office.
Key Responsibilities:
- Assist in the development of and driving of BI HR Strategy in the Africa region.
- Work with the RHHR to assist Country Offices in the contextualisation of HR policy in line with national law, roll-out, and adherence with sign-off from BI HQ.
- Support recruitment processes in-country for staff below Head of/Deputy, ensuring HR recruitment policy is followed and the right staff in place to deliver across signed-off structures.
- Together with the Country HR Leads, ensure onboarding of new hires; employee orientation is effectively conducted by the supervisor
- Assist in management of grievance and disciplinary processes for staff below Head/Deputy, ensuring processes are followed as per policy
- Assist in the roll-out of a new salary scale for Country Offices, and any subsequent reviews that take place
- Provide training, support and advice on performance management and staff development plans and ensure performance reviews are conducted when required as per the BI policy and procedure.
- Conduct regular HR audits in countries within the region to ensure compliance to policies, procedures, systems and donor regulations as well as ensuring correctness of necessary documentation such as timesheets, leave forms, payrolls and exit interviews.
- Work with Country Teams to drive a OneBRAC culture across all teams
- Support the transition to a digital HR system working in collaboration with BI HR Head Office staff
- Training and support to Country Offices in all HR-related issues
Safeguarding
- Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
- Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Educational Requirements:
- Bachelor’s degree in Human Resource Management or related field
- Diploma or Higher National Diploma in HR or related certification
- Membership to IHRM
Required Competencies:
- Sound knowledge of HR policies and procedures.
- Strong analytical skills and a data-driven approach to continual improvement.
- Excellent judgment, sensitivity, and integrity.
- Flexibility to travel globally and work in different time zones as needed.
- Ability to comprehend, interpret, and apply the appropriate sections of applicable laws, guidelines, regulations, ordinances, and policies.
- Ability to acquire a thorough understanding of the organisation’s hierarchy, jobs, qualifications, compensation practices, and the administrative practices related to those factors.
- Competent in managing multicultural staff, working effectively with senior management teams.
- Strong interpersonal/ communication skills.
- Effective stakeholder management and negotiation skills.
- Proficiency in MS Office applications.
Experience Requirements:
- 07+ years of previous experience in a senior human resources role preferably in the NGO sector. HR Management experience in a multi-country context is a must.
- Experience in the areas of leadership and people management, strategy development and delivery
- Experience/ Working knowledge of multiple human resource disciplines, including talent management, performance management, talent acquisition, compensation practices, organisational diagnosis, employee relations, diversity, and employment laws, is highly preferred
- Strong writing and presentation skills with ability to communicate well within and across diverse groups and perspectives.
- Superior problem-solving skills and the ability to balance multiple complex tasks/issues at once
