The WFP Regional Bureau for East Africa (RBN) is based in Nairobi and provides strategic direction, technical guidance, resource mobilization, and management support to WFP operations and activities in ten countries: Burundi, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, Sudan, South Sudan, and Uganda.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The WFP Nairobi Regional Bureau provides strategic guidance, policy/technical support, and direction to WFP operations and activities in 10 countries: Burundi, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, South Sudan, Sudan, and Uganda. The purpose of the job is to generate and/or contribute to the VAM evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost-effectiveness, and operational efficiency).

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide technical advice and support WFP and its partners on matters pertaining to food security and nutrition strategies, policies, programmes, and facilitate the timely and productive use of related outputs in a manner that complies with WFP standards and processes.
  • Contribute to the development of RAM projects and activities, plans, and processes, ensuring alignment with wider WFP policies and guidance and with RBN Regional RAM priorities and strategy.
  • Manage and/or conduct food security, nutrition, markets, and resilience analysis and prepare timely reports on food assessment needs in line with broader RAM policies, processes, and guidance to enable effective decision-making on the development of country strategy, policies, and programmes.
  • Provide assistance on the coordination of data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness, and efficiency and highlighting potential risks to project delivery.
  • Contribute to the development of programme activities, providing technical analysis, interpretation and recommendations to facilitate food assistance needs to be met effectively.
  • Provide coaching and guidance to RAM staff as required to ensure appropriate development and enable high performance.
  • Support the monitoring and evaluation of WFP activities, providing technical analysis, interpretation, and information as required to support the assessment of activity impact.
  • Represent WFP during meetings with partners to contribute to technical discussions, exchange of knowledge and experience, and seek appropriate interventions (based on an evidence base), and areas for potential collaboration.
  • Build the capacity of WFP staff, partners, and national government to analyze food security, nutrition, markets, resilience, and related topics to inform policies and programmes effectively.
  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

STANDARD MINIMUM QUALIFICATIONS

• Demonstrated proficiency in the use of several statistical tools and methods for food security analysis.

• Developed practical expertise in food security analysis and monitoring by participating in multiple assessments in countries, including the design, data collection, and analysis.

• Demonstrated technical knowledge and understanding of WFP vulnerability mapping and monitoring systems and emergency assessment standards.

Education:

Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography, or other related field, or First University degree with additional years of related work experience and/or training/courses.

Language:

Fluency in oral and written communication in English (level C). Fluency in French or Arabic is an advantage.

WFP RBN provides strategic guidance, policy/technical support and direction to WFP operations and activities in Burundi, Djibouti, Ethiopia, Eritrea, Kenya, Rwanda, Somalia, South Sudan, Sudan, Uganda

WFP offers a competitive compensation package which will be determined by the contract type and selected candidate’s qualifications and experience.
